Olexandr Popov, the Vice-Chairman of the Committee, reported on the said issue and stated that the said Bill (Reg. No. 0954) was adopted as a basis on 17 May 2007. The Committee submitted the said Bill for the re-registration, since the personnel of The Verkhovna Rada was re-elected.  

 

The People´s Deputies of the previous convocation submitted 66 motions whilst the Bill was being prepared to the Second Reading. The said motions were partially taken into consideration.

 

The Committee Vice-Chairman stated that the Bill was forwarded to the Ministries of Housing and Communal Services, of Fuel and Energy, of Finance, pursuant to the Resolution adopted at the preliminary consideration of the said issue at the Committee´s meeting on 16 January 2008. The Committee received their resolutions stating that it is unreasonable to introduce the Single State Monitoring System and establish the relevant Authorized Body under the current political conditions.

 

The Committee complied with the resolutions of the Ministries, and resolved to recommend that The Verkhovna Rada rejects the Bill as a result of its consideration at the Second Reading.
